Colleen J. Artell, CPA | Chief Financial Officer
Colleen joined the Artell Law Group as the Chief Financial Officer in June 2011. Colleen had previously been responsible for the oversight of the accounting and finance operations of a multi-million dollar entity for many years. She also has extensive experience with acquisition and divestiture accounting, including working capital settlements, accounting system implementations, conversions, and various types of compliance work. While her expertise supports the firm's growing back office function, she also provides essential guidance to our attorneys in the form of ensuring that our legal advice can be practically interpreted.
As a Certified Public Accountant, Colleen has significant involvement with the first two levels of Pennsylvania State Tax Appeals for the firm. She develops the initial arguments and files the appeals with the Board of Appeals and then the Board of Finance and Revenue, if necessary. For any State tax appeals that reach the Commonwealth Court level, Colleen serves as the lead Paralegal for Tax Attorney Rich Artell, supervising research, drafting, and correspondence for him throughout the Pennsylvania Commonwealth Court appeal. This provides a highly efficient appeal process for Companies in need of a Pennsylvania State Tax Lawyer.
Colleen also has significant involvement with compromises and settlement negotiations for clients who have material tax debts with the Internal Revenue Service. She has intricate knowledge of the Offer in Compromise process and works with Attorney Artell to facilitate negotiations, payment plans, and settlements with the IRS on behalf of small businesses, corporations, and individuals. Her business acumen and ability to negotiate are of significant value to clients of this sort.
Colleen's experience is an asset to our clients and to the firm's business and tax team. Colleen provides valuable insight to clients from her experience with sales & use tax audits, nexus compliance initiatives and escheat (unclaimed property) audits and more - all from the perspective of the internal accounting department of the impacted business. Furthermore, throughout her professional career, Colleen has been consistently recognized as a very strong communicator. These skill sets are utilized heavily to the advantage of our clients in ensuring that both the tax attorneys handling a client's tax controversy and the internal accounting department or outside accountants for the client are critically aligned in their expectations, communications and efforts to bring about the best results in each compliance initiative, audit, or tax controversy appeal. This enables all parties to remain in their comfort zones to get the best results. Colleen is a member of the Pennsylvania Institute of Certified Public Accountants and serves as a member for several of the youth athletic associations in which her children participate. Colleen partners with a colleague in a real estate holding company that owns and offers multiple residential rents units in various areas across the state. She maintains the back office operations for the firm, her businesses and those of her husband, Managing Attorney Richard Artell. For fun, Colleen enjoys coaching her children, kayaking and novice-level digital photography and video production.
